It’s worth noting that there are a few variants of the basic button pad now in the Elgato product range… I installed ReaClassical in another location (into C://) and runs perfectly until now. It functions and performs exactly like a standard REAPER install with the added benefit that all your files are gathered in one place for easy backup and transfer. A little bit more information about your OS, how and where you are downloading and installing etc would be helpful. In which case REAPER is maybe not able to write the settings on disk? It's a strange one given you have write permission to download the installer etc.
